Responsibilities and Requirements
(1)Accounting & Budget Senior Associate
Location: Washington, DC
MAIN RESPONSIBILITIES:
1、Prepare monthly financial statements and other financial reports for internal and external use.
2、Prepare draft annual financial statements according to US GAAP.
3、Identify deviation from US GAAP and/or Bank policies and procedures and recommend corrective action.
4、Provide accounting, reporting and control services for loans and grants, borrowings, investments, derivatives, capital, payroll, fixed assets and administrative accounts. Provide guidance to Country Offices and accounting personnel in other business units on compliance with appropriate accounting guidelines and procedures and US GAAP.
5、Ensure all transactions conform to Bank policies and procedures and that they are properly registered.
6、Serve as liaison with COSO officers as well as with internal and external auditors.
7、Participate in the assessment and development of accounting policies, procedures and controls for new financial transactions, and compliance with new and existing regulations.
8、Perform and verify reconciliations of subsidiary ledgers to ensure the accuracy and integrity of balances and transactions, and their proper interface with the general ledger.
9、Participate with system analysts in the design, development and testing of enhancements to financial and general ledger systems.
10、Participate in the planning and implementation of general ledger and subsidiary system changes to accommodate new transactions, change in regulations or new technology.
11、Maintain appropriate documentation of performed work for auditor's review.
Requirements:
Education: Master's Degree (or the equivalent) in Accounting or Finance, certification to practice public accounting in a member country (CPA, Contador Publico) may be considered in lieu of a Master's Degree, provided the candidate holds a Bachelor's degree in Finance or Accounting.
Experience: A minimum of five (5) years of recent experience in public accounting and/or a multinational business environment.
Language: Proficiency in English and Spanish is required. French or Portuguese are desirable.

(2) Accounting and Budget Senior Specialist
MAIN RESPONSIBILITIES:
1、Monitors the standards setting processes of the Financial Accounting Standards Board (FASB), the Securities and Exchange Commission (SEC), the American Institute of Certified Public Accountants (AICPA) and the International Accounting Standards Board (IASB) to evaluate the Bank's level of compliance with these standards.
2、Interprets new or existing accounting rules, standards and policies. Prepares accounting policy, position and issue papers recommending accounting and reporting policies for the Bank. Evaluates alternative form/content for financial disclosures that comply with US GAAP and the SEC rules and recommends alternatives for the Bank.
3、Contributes to the coordination and development/enhancement of the Bank's accounting policies and procedures resulting from new pronouncements issued by authoritative accounting standards setters as well as new products and initiatives of the Bank. The incumbent is responsible for maintaining the Bank’s accounting policy documentation up-to date.
4、Monitors the execution of financial transactions throughout the Bank for compliance with accounting policies, procedures, and the standards of external regulators. When violations are identified, coordinates with Business Unit staff to develop and implement corrective policies/procedures/guidelines.
5、Provides training to staff throughout the Bank on new or enhanced accounting policies, procedures and standards.6、Makes presentations on accounting and reporting matters to various levels of the Bank's staff, Senior Management, and the Board of Directors.
7、Serves as advisor for accounting policies, procedures and regulations issued by the Bank and US GAAP. In coordination with the supervisor, determines the appropriateness of the application to the Bank's accounting operations and systems. Provides mentorship and technical guidance to more junior staff.
Requirements:
Education: Master’s degree (or equivalent degree) in Accounting, Finance, Business Administration, or other relevant field. Should possess certification by a professional body to practice public accounting (US CPA Preferred). Relevant certifications in the field of Accounting such as Certified Public Accountant (US CPA Preferred) may be considered in lieu of a Master’s Degree, provided the candidate holds a Bachelor’s degree in Accounting, Finance Business Administration or other relevant field.
Experience: At least seven years of relevant practical technical professional experience in accounting/auditing (with at least 5 years at the international level) acquired in a public accounting firm and/or multinational environment.
- Required: Expertise in accounting policies and reporting under US GAAP. Experience and knowledge of accounting and reporting for financial institutions operations, internal controls, accounting for multi-currency transactions, and dealing with internal and external auditors at a technical level. Strong communication skills, both verbally and in writing, in order to effectively address internal and external client demands and write technical documents. Strong analytical skills.
- Desirable: Knowledge of International Financial Reporting Standards (IFRS) and of valuation essentials for fixed income and derivative (mainly swaps and options) products. Knowledge of multilateral institutions and their operations.
Languages: Proficiency in English is required. Proficiency in any other official Bank language desirable (Spanish, French and/or Portuguese).

(3) Climate Advisory Service Inter-American Investment Corporation
MAIN RESPONSIBILITIES:
1、Support the implementation of an action plan to double climate finance by 2020
2、Provide technical advice and supporting the development of IDB Group Country Strategies and the IIC’s multi-year Business Plans in relation to climate action and sustainability, helping to identify and overcome relevant specific institutional and regulatory issues;
3、Support the design and implementation of a portfolio of advisory services products and services and lead the business development efforts; identify and prioritize potential clients, according to IIC’s priorities;
4、Convene regional and national private sector – related dialogues, promote industry initiatives aligned with IIC’s Climate Action Plan and with the global climate agenda;
5、Collaborate with Segment Divisions to originate sustainable investments adding technical assistance related to climate (forestry, renewable energy, energy efficiency, climate smart agriculture) and support throughout the IIC operating cycle to mainstream climate and sustainability considerations;
6、In collaboration with investment teams from INO segment divisions, support the identification and design of projects where the use of technical assistance and/or blended climate finance is justified and contributing to the structuring of the technical assistance or concessional finance component in such projects;
7、Oversee preparation of lessons learned related to advisory services within and outside the IDBG for the country. Disseminating information to project teams on transaction strengths, weaknesses, risks and risk mitigation options;
REQUIREMENTS:
Experience in climate finance, advisory services and thought leadership with private sector actors is essential. Successful track record in positions both in private sector firms and in development focused institutions will be highly valued. An understanding of the operational work of the IIC or similar multilateral institutions as well as an understanding of the operational frameworks of public sector and/or multilateral institutions (including their special governance, mandates, safeguards, and human resources structures) will be a plus.
--Education: An advanced degree (at least Master’s, MBA, or equivalent) in Finance, Business Administration, Engineering, International Development and/or other relevant fields.
--Experience: At least 5+ years of relevant professional experience in private finance with a proven track record of working with private sector actors and development organizations. (4) Public-Private Partnership Inter-American Investment Corporation (IIC)
Main Responsibilities
1、Lead the design of strategies and programs for private sector development and PPP promotion in coordination with sector stakeholders and relevant government agencies.
2、Stays abreast of latest trends and development addressing PPP related issues
3、Develop white papers and policy papers focused on innovations on PPP implementation throughout LAC
4、Analyze IDBG involvement in PPP projects in the past to develop analyses on best practices and lessons learned
5、Proactively undertake business development for PPP services in the region.
6、Collaborate with IDBG’s operational divisions to identify opportunities for the development of PPP projects
7、Coordinate and support project teams in identifying, developing, structuring and executing PPP projects across the main sectors.
8、Liaise and coordinate with development stakeholders and partners and private sector institutions on co-financing for PPPs.

(5) Innovation Advisory Services Inter-American Investment Corporation

Main responsibilities:
1、Support the implementation of the IIC’s MSME development strategy with a particular focus on promoting the spread of innovations and knowledge that facilitate MSME access to finance, markets, skills and technology;
2、Support the implementation of the IIC Telecom, Media and Technology action plan;
3、Lead the design and implementation of a portfolio of advisory services products and services and lead the business development efforts; identify and prioritize potential clients;
4、In collaboration with Segment Divisions, provide advisory services to IIC clients in the following areas
5、Support financial actors to develop and expand products, programs, and geographic reach to address the needs of high growth MSMEs;
6、Support entrepreneurship and innovation programs and ecosystems with a particular focus on technology based and knowledge based MSMEs;
7、Foster value chains integration and promote financing opportunities for MSMEs in fields such as agribusiness, manufacturing and telecom and media. Promote supply chain support services and finance schemes to increase innovation and technology adoption for MSMEs;
8、Keep abreast of industry dynamics, innovation being introduced in the market by competitors and of developments in Latin America and the Caribbean;
9、Lead the creation and dissemination of knowledge and best practices across clients and the LAC private sector innovation and technology ecosystem;
10、Promote digital inclusion and the adoption and scale up of new technologies such as fintech to reduce market failures and barriers to serve MSMEs;
11、Provide technical advice and support the development of Country Strategies and the IIC’s multi-year Business Plans, helping to identify and overcome relevant specific institutional and regulatory issues as well as investment opportunities related to MSME development;

Experience in innovation and technology finance and/or consulting services. A strong understanding of innovation policies and barriers, innovation systems and local economic development is also essential. Familiarity with new trends in MSME support and new technologies will be highly valued. An understanding of the operational work of the IIC or similar multilateral institutions as well as an understanding of the operational frameworks of public sector and/or multilateral institutions (including their special governance, mandates, safeguards, and human resources structures) will be a plus.

(6) Fiduciary Procurement Specialist or Senior Associate
Location: Various countries in Latin America and the Caribbean
Main responsibilities
1、Identify, monitor and promote international best practices in project procurement. Analyze procurement policies, procedures, and design guidelines for the application.
2、Lead and collaborate in the assessment and strengthening of borrowers’ procurement systems using internationally accepted methodologies (e.g. OECD-DAC Baseline Indicators methodology).
3、Evaluate project risks and the Executing Agencies’ institutional capacity and formulate programs to strengthen such capacity.
4、Provide technical advice in project design and execution on procurement related matters including the selection of procurement methods, handling of protests and matters of contention raised by borrowers, bidders and other Bank stakeholders.
5、Carry out field missions to visit project sites, draw independent conclusions and formulate authoritative recommendations to the borrower and the Bank.
6、Contribute to the Bank’s ongoing modernization efforts, leading new initiatives, market studies, business analytics, etc.
7、Provide inputs and carry out preventive reviews and ex-post supervision of Bank operations.
8、Conduct training workshops for Bank staff, borrowers and third parties on all aspects of the Bank procurement policies and procedures.
Requirements:
Education: Master’s Degree in Procurement, Accounting and Auditing, Public Finance, Engineering, Law, Business Administration or other relevant discipline.
Experience: At least 4 years of relevant experience in international private or public procurement or in project financial management, financial and institutional analysis of public and private institutions, budget, accounting, and internal and external auditing.

(7) Financial Management Specialist or Senior Associate
Location: Various countries in Latin America and the Caribbean
Main Responsibilities:
1、Conduct country fiduciary assessments, prepare background analysis, and promote strengthening of countries' public financial systems (i.e. PEFA, CFAA, ROSC).
2、Evaluate fiduciary project risks and executing agencies’ fiduciary institutional capacity and formulating programs to strengthen such capacity.
3、Carry out advisory functions for all financial management aspects of the Bank’s project cycle including planning, implementation and monitoring.
4、Carry out field missions to visit project sites, draw independent conclusions and formulate authoritative recommendations to the borrower and the Bank in financial management matters.
5、Analyze financial management policies, procedures, and design guidelines for their application. Identify financial management best practices and benefits.
6、Contribute to the Bank’s fiduciary modernization activities, promoting new initiatives and participating in business research.
7、Conduct training workshops for Bank staff, borrowers and third parties on all aspects of the Bank financial management policies and procedures.
Requirements:
Education: Master’s Degree in Procurement, Accounting and Auditing, Public Finance, Engineering, Law, Business Administration or other relevant discipline.
