Title：Managing Multi-Echelon Supply Chains with Guaranteed Service and Expediting

Abstract: We consider a multi-echelon supply chain in which each customer order is guaranteed to be fulfilled within a fixed time window, with possible inventory expediting. We investigate the optimal coordination of inventory ordering, allocation and expediting decisions. We classify unsatisfied demands according to their due dates and refer to the resulting vector as the demand state. We show that a state dependent echelon base stock policy is optimal for inventory ordering, and a state-dependent rationing policy is optimal for inventory allocation and expediting. Though these optimal policies are state-dependent, they can be efficiently obtained through a polynomial-time algorithm. A key enabler of our results is a new functional property we call the decomposable of degree 2 (DD2) property, which means that a multidimensional function can be expressed as a sum of one- or two-dimensional component functions.
