摘要：This study investigates the paradoxical effects of data interoperability regulations (DIRs) on entrepreneurship. We theorize that while DIRs are designed to foster competition, they create a "pay-to-play" barrier where high compliance costs deter new venture formation. Conversely, for ventures that overcome these hurdles, compliance acts as a credible signal of technical maturity, attracting significant venture capital by granting access to incumbent data networks. We argue this dual effect is fundamentally reshaped by political context. In states with high ideological diversity, regulatory ambiguity and fragmented enforcement weaken the deterrent effect on startup formation. However, this same inconsistency erodes the signaling value of compliance, as investors discount scalability amid unpredictable enforcement, thus diminishing the positive impact on funding. Analyzing a novel Data Interoperability Index and panel data on 45,368 startups across 50 U.S. states (2015–2024), our findings reveal that the pro-competitive potential of DIRs is contingent on political cohesion, highlighting a critical trade-off for policymakers balancing open data ideals against polarized realities.

嘉宾简介：汤一诺，美国匹兹堡大学卡茨商学院博士，美国康奈尔大学政策分析学院硕士，清华大学经济管理学院学士。现任北京大学汇丰商学院管理学助理教授。曾任职字节跳动资深战略专家、香港大学商学院战略学助理教授，还曾担任财新智库经济专家顾问、微众银行金融科技加速器合作导师。曾获新兴市场战略研究最佳论文奖、北京大学汇丰商学院优秀教师等。他的主要研究兴趣是公司战略，特别是基于数字技术的非市场竞争与国际化策略。在Journal of International Business Studies和Journal of Management Studies等重要期刊发表多篇论文。
