题    目：Occupational Licensing of Corporate Accountants and Financial Reporting Quality: Evidence from a Natural Experiment in China

摘    要：

 Using the delicensing of the Certificate of Accounting Professional (CAP) in China as a natural experiment, we examine how the occupational licensing of corporate accountants affects firms’ financial reporting quality (FRQ). We find that after the CAP’s cancellation, firms with more accounting positions ex-ante experience a greater decline in FRQ and an increase in internal control weaknesses. The decline in FRQ is more pronounced among firms that increased their accounting staff in 2018, in regions with fewer accounting undergraduate programs, in areas with higher unemployment rates, in regions with higher occurrences of government official corruption, and within state-owned enterprises. The decline in FRQ is not only due to the hiring of underqualified staff but also the increased employers’ bargaining power, which leads to potential collusion between incumbent accounting staff and management. We also show that various stakeholders, including investors, creditors, and analysts, recognize the negative impact of the delicensing on FRQ. Overall, our findings underscore the importance of occupational licensing in maintaining high standards in the accounting profession, particularly in contexts with prevalent corruption and weak corporate governance.
