Title: Regulatory Spillovers under Multitasking: Evidence from Environmental Enforcement in China

Abstract: 

Governments enforce multiple mandates using limited administrative resources, creating scope for enforcement spillovers across policy domains. We study this problem in China’s environmental regulation, where local agencies oversee both agricultural fire control and industrial pollution. Exploiting crop maturity as a plausibly exogenous shock to harvest-season enforcement demand, we implement a stacked difference-in-differences design combining satellite fire detections, continuous emissions monitoring, and administrative penalty records. Industrial emissions rise by 5.3 percent after crop maturity, while formal enforcement weakens despite continued automated monitoring of firms. These spillovers are larger where regulators have fewer inspectors and regulated firms are more geographically dispersed, consistent with constraints on administrative resources. Automated fire-monitoring technology substantially attenuates the spillovers. A benchmark health accounting exercise suggests that these spillovers offset a sizable share of the health gains from agricultural fire control.
