Shanghai has been striving to become a sci-tech innovation center with global influence and cultivate world-class innovative enterprises like Huawei. Professor Rui Mingjie from Fudan University School of Management points out that it requires the joint efforts of the government and the enterprises.
The government must upgrade the innovation environment:
1. Provide tailored policy support for innovative enterprises at different stages of growth;
2. Make financial support more accessible for innovative enterprises;
3. Improve the industry-university-research cooperation and promote open industrial innovation;
4. Establish an effective mechanism to attract and retain innovative talents.
Meanwhile, innovative enterprises must adjust their strategies to improve their innovation efficiency and competitiveness. Professor Rui proposes 4 aspects for them to work on:
1. Focus on the frontier fields and improve innovation capabilities.
2. Efficiently allocate internal and external resources. Develop a stable cooperative innovation network.
3. Build an innovative talent pool. Establish an effective incentive mechanism.
4. Develop innovative technology products and provide full-cycle services.
